Function Description
The RLY block transforms the input signal u to the output signal y according to the figure below.

ep	The value $u > ep$ causes $y = ap$ ("On") $⊙$ 1.0	Double (F64)
en	The value $u < en$ causes $y = an$ ("Off") $⊙$ -1.0	Double (F64)
ap	Output value y in the "On" state $⊙$ 1.0	Double (F64)
